What do you mean by better?
I guess it’s not the only fan inside the computer? For further investigation one needs a photo of the system, with the settings of other fans.
Just a quick guess: it could pull heated air from your cpu eg., or work against the airflow of other fans in your rig.
If I had to guess, the second curve allows the GPU to boost higher than the first one, so it generates more heat.
You didn’t explain anything, this is not a Linux post and I don’t even remotely understand the question. Downvoted and reported, sorry.
