This is not a linux post at all, and I apologize in advance, but I am stuck and this isn’t making sense to me at all. How is this Cooling my gpu better than this

    I guess it’s not the only fan inside the computer? For further investigation one needs a photo of the system, with the settings of other fans.

    Just a quick guess: it could pull heated air from your cpu eg., or work against the airflow of other fans in your rig.
